Beagles are definitely not 'far worse' than chihuahuas. Chihuahuas are more fragile, most of the time not kid-friendly, hard to housebreak, and extremely yappy; not to mention most of them are "one person" dogs, so they tend to be a little leery to everyone else but the owner.
Evidently none of you have not lived next to a house with a beagle. It used to howl for hours after its owners left. Loudly. I used to live near a family with chihuahuas too, and it was not nearly as bad.
I have lived with a neighbors that had Beagles before. They mostly start barking and howling if they are kept outside for too long; they get lonely. They always behaved well with others and were obedient to their respective owners.
And about Chihuahuas, I used to own one when I was younger, and lived with a neighbor with one. It would bark everytime the doorbell rang, bark at people when I take it for a walk, etc. It was mostly attracted to me than any other person, which was nice, but it still did not find much peace around my other family members and friends. I guess because it was mostly me doing all the work to take care of it.
